It sounds a little sucky... however the guy concerned did ignore a number of court orders requesting him to tidy his garden up before it got to this stage. I have to wonder if its a council property (or former council property with restrictive covenents) which is why this has happened.
Something like that is about all I can think of, though the article seemed to imply that it was complaints from neighbours that had brought it about. That could just be crap journalism though.
