It's not clear whether it's L20/week each or for the couple. They say it'd cost £3.2 billion/year, but even if it's per couple then the 10.3 million married couples in England and Wales reported here (http://www.statistics.gov.uk/cci/nugget.asp?id=1090) would imply about £10 billion/year.
So unless marriage has collapsed over the last few years (and I know it's not doing well, but even so) I think the figures quoted are rubbish and the actual size of the tax break in reality might well turn out lower so that they could actually afford it.
Now, see, this is where I'd impose a partial ordering over the set of people who expressed interest in marrying you, and then see if anybody comes out as an obvious choice for a proposal...
