Let's face it - if he hadn't taken drugs he'd just say 'no' and probably wander off into some anti-drug diatribe.( 'Drugs are bad. Mmmkay.') So by waving his hands in the air and saying he doesn't want to answer the question he may as well say 'yes' he has.
A more astute person (and, you never know, astute people might be vying for leadership of the Conservative Party) might behave like that if they'd smoked cannabis in their youth.
Now everyone thinks he's done crack or heroin. All he has to do is wait for a newspaper to say so, deny it, sue the newspaper and come up smelling of roses with a tidy packet of libel damages in his pocket. By the time he's finished, whether or not he'd done dope would seem irrelevant, where originally it would have been a major issue.
