Makes me wonder if he was trying to sell weapons to terrorists, or trying to con them. Is the latter really so bad a crime?

Anti-social to a pretty high degree, I'd have thought, especially to those around you once the terrorists notice they've been conned and start wreaking bloody organic vengeance.

There is that. I suppose once he'd got the money he could clue the FBI or whoever in and thereby limit his enemy's ability to take vengeance.
