Indeed, Kilroy-Silk could have bolstered his argument with the UN's strongly critical Arab Human Development Reports (http://hdr.undp.org/reports/detail_reports.cfm?view=712) - written by Arabs - which hint that the democratic deficit in Arab countries contributed to their lack of social and scientific development. (Well, that's what the press coverage hinted. Naturally, I haven't read the full reports.)
