They'd be an excellent target for thieves.
I especially liked the penultimate paragraph:

What an odd way of phrasing it. If one dies in the line of duty then it's a bit too late to afford any savings.

I could see that that's what he was getting at, but it still seemed an odd way of saying it.
Apparently I misinterpreted the exact point he was making but I still think it could have been put better.
