They can easily explain that it is because of the effectiveness of the War on Targets and related activities, implying that this effort should be sustained.

"Friend Citizen, do you believe that the Commie Mutant Traitor threat is worse than ever before? If "yes", do you believe the Computer is ineffective at dealing with the threat? If "no", why? Do you suppose the Computer is exaggerating the threat?"
