Given the News Of The World's recent track record, I'd say there was a prima facie case against them for wasting police time, rather than any kind of suspicion agains those businessmen. Maybe the police know what they're doing, though…

I think, since the collapse of the USSR, there has probably been something of a terrorist material bubble. I guess the people detained, knowingly or otherwise, were selling snake oil to mirages. But I guess that every detention probably fuels a middlemen-only market.
I guess the problem is in the possible few cases where both a buyer and material accidentally exist.
