I've been hearing "nine" all morning, along with "up to ten". I just assumed that the latter was a wee stretch that meant "nine" all along.

To be fair, it was "nine" and then it was "up to ten" so a reversion to nine is not the sign of over-reaction that it could be.

I suspect what you're seeing is the result of mass media fighting for tidbits of such information as has been released rather than underlying imprecision...

I'm writing this in Newcastle; I seem to be making a habit of wandering through the London Underground system and then catching a train from King's Cross with a large rucksack on days of security crisis. (I also did so on July 21st last year, the day of the damp decayed squib London bombings, when I had to detour via half the Underground network merely to reach King's Cross...)
