I'd delegate, of course. uisgebeatha would be in charge of the diplomatic corps, to persuade Servalan to go away in case she tried to interfere. damerell would be in charge of the fuck-off space fleet in case uisgebeatha failed. bugshaw would be deputy planet-runner with as many minions as she liked.

I figure bugshaw will be happy with just the one planet, so she won't interfere with my ambitions.

She'd give the planet damerell because he'd put its resources to building the biggest most deadly space fleet he could, which she could then steal (possibly assassinating him while she was at it).

Of course this all rather assumes that the planet is Earth-like enough to live on, and it comes with stuff, neither of which I remember actually being specified.

I've got a nasty feeling that whoever gets the planet will find they've been dumped on an inhospitable ice world with 3 times Earth's surface gravity and with a build it yourself terraforming kit.

If they're really unlucky they'll just get a gas giant and a space suit.

It's “your” planet that they've been put in charge of, so unless you're a hydrogen-breather, I think the gas giant option is out. Even in that case there's the option of ruling from orbit with a big red button marked “redirect comet”.
