I'll go for "shysters". Might have a bit more sympathy for the ISO if they didn't charge silly money to download copies of standards from their website.

Having a quick look their prices have gone up roughly tenfold since I last bought anything off them (admittedly quite a few years ago). Not a very satisfactory situation.
