This may be news, but I don’t think it’s front-page news. “Notorious serial killer to be released” would be front-page news, “Notorious serial killer to stay in jail” is simply not that unusual.

…I suppose perhaps they’re not really ”serial” killers if they kill all the victims in a quick burst. TV-movie killers? Straight-to-video killers?

But "to stay in jail" isn't the news. "Asked to have minimum term set to give him the chance of parole, refused" is more unusual.

Maybe there was a question about if the judges release him or not. So they want to tell people not worry that he still savely locked away. In Germany there were lots of news years ago when I was living with there that I kept releasing rapist, pedophiles and murders and other dangerous criminals after 2 years because they behaved well in prison. Everybody was scarred and shocked about the news and demanded a change of the law.
