Enigma machine (http://en.wikipedia.org/wiki/Enigma_machine). I don't know the background to the precise choice of keyboard layout but it seems to be a variant on QWERTZ (http://en.wikipedia.org/wiki/QWERTZ) which makes sense given the original users.
Not a standard modern German keyboard layout http://en.wikipedia.org/wiki/German_keyboard_layout but the users may not have been touch typists so it didn't matter!
