Presumably this refers to the 4.5×4.5 inch format specified here (http://www.state.nj.us/treasury/purchase/noa/contracts/t0057.shtml), as opposed to A6 as is apparently used in Germany (http://www.cl.cam.ac.uk/~mgk25/iso-paper.html).
They could just give them a single piece of paper with 530m long sides, instead, :). I wonder what proportion of the loo-rool of the federal government that represents?
