Actually I'd have asked the Doctor about the effect the aliens will have on us first. She fired with insuffient information and with ready access to better information.
But he's clearly a peacenik hippy with an optimistic streak the size of the Humber estuary who's going to be on the other side of the Universe when they come back...
There's an interesting paternalistic undertone. Earlier, she was pleading with the Doctor for advice. But when she makes her own mind up - that's when she has to be seen to be wrong.
A weapon she wasn't sure about that was so secret that she wasn't supposed to know about it against an enemy who appear to be retreating and could have already sent a signal explaining the situation if they were planning to cheat and come back with the threatened armada?
We don't know what their communications technology is like over long distances though, nor what their thinking will be given that their leader has just been killed.
No, but it certainly isn't as clearcut as "if we shoot them now, they won't tell anyone about us, if we don't shoot them, they will", and there are other aliens that already know about Earth anyway. And now anyone else who does find out what happened isn't going to trust Earthlings.
