I quite like One Direction songs (at least, the ones I've heard) but having to sing in public & possibly be put on YouTube would be a good deterrent.
I really disagree with the UKIP suggestion though - mocking people for their political views is rarely useful or appropriate, and especially not appropriate in a work context unrelated to politics. (In a political or campaign office people's views are better known & much more likely to be aligned, but mockery would still be unwise.)
The team has already been delayed by this person, so "One Direction" type stuff should be done outside of the meeting (else it wastes more time) and so isn't properly shameful. Dunces hat for in-person meetings; CI display for everyone else.
In the Faculty, the penalty for being late to a committee meeting is that there are no seats left and you have to perch awkwardly in a corner. And sometimes the minutes specify people who arrived late! In fact, penalties of this kind tend to be entirely dependent on the local shame culture, so why not introduce a song of shame? :)
