Hmm. Interesting that he says the symbol stands for "phonorecording": I've always been told it stands for "performance"!

Hmm. On this Windows 2000 machine, the only faces that contain the character are Arial Unicode MS, Lucida Sans Unicode, Microsoft Sans Serif, MS Gothic, MS Mincho, MS PGothic, MS PMincho, MS UI Gothic and Tahoma.

None of those are terribly common or popular, and certainly none of them are what it chose to use in rendering your Livejournal. (-8

It displays, but looks a bit crap, in my default Helvetica on Linux...

It seems to display pretty well here, where here is Mozilla 1.6 on Fedora Core 2 augmented by a set of TrueType fonts stolen from a Windows machine (so it's presumably displaying in Arial).
